The UNEP DTU Partnership (UDP) is seeking climate change experts for the Low Carbon Development Programme. 

The UNEP DTU Partnership (UDP) is a leading international research and advisory centre on energy, climate and sustainable development. We work in close partnership with the United Nations Environment Programme (UN Environment) and have project activities in more than 50 developing countries. The Centre collaborates with a large number of international agencies, governments and research institutions, especially in developing countries.

The successful candidates will join a team of over 60 professionals and scientists working in an international and interdisciplinary work environment that combines research, methodology development, capacity building and project implementation. The Low Carbon Development program works in the areas of mitigation policy, MRV and Transparency and climate finance in developing countries.

Job description
The Climate Change Experts will be engaged in international projects and related research, concept development, analyses, technical assistance and project management especially in the areas of: 

  • Mitigation Policy (MP). Climate Change Mitigation under the Paris Agreement is the focus area guiding our projects. The climate change mitigation policy expert is expected to provide strategic guidance, technical assistance and backstopping on NDC implementation in key sectors (energy, transport, waste, industry) to developing countries. This will include guiding development of implementation plans and road maps; identifying, prioritizing and implementing mitigation actions (MA); supporting national NDC MAs portfolio development, etc. The expert is also expected to do project management, including organization and facilitation of technical meetings, consultations, webinars and prepare supporting analytical material such as guidance documents, capacity building modules and related tools and methodologies. 
  • Transparency and MRV (T-MRV). Transparency is the credibility mechanism for the Paris Agreement, and it has gained attention as a priority area for support and capacity building for transparency in developing countries. The UNEP DTU Partnership has a strong engagement on transparency and is expanding its technical support on measuring achievements; tracking NDC progress and enhancing the national mitigation ambition. The successful candidate is expected to provide technical backstopping and guidance to countries, mapping transparency gaps and needs and develop tailored capacity building training modules. The candidate will also support national processes to establish transparency frameworks, national MRV systems, developing impact assessment guidance and tools for transparency, data management and information systems. 
  • Finance expert (FE). The UNEP DTU Partnership is committed to support the enhancement of countries ability to access climate finance from public and private sources. The expert in this field is expected to provide needs-based support and strategic guidance to country partners, support development of commercially viable financial frameworks including with the private sector. The expert is also expected to provide support for structuring bankable climate mitigation actions; national climate action portfolios for NDC and respective tracking systems..

Qualifications
The successful candidates for the three areas of expertise should have a degree, preferably at PhD level, in public policy, economics, information systems, planning, environmental sciences, finance or other relevant discipline.

Work experience and competencies
The positions are targeting candidates with more than 10 years of relevant work experience of which at least two needs to be in developing countries. The required competencies include in-depth knowledge and understanding of climate change, proven analytical skills, experience in research and capacity building and documented experience with technical and policy-relevant writing and project management.

Specific experience and competences in one or more of these areas will be highly desirable: 

  • Advanced technical knowledge of mitigation policies and actions, NDCs, as well as public policy and process-related issues;
  • UNFCCC processes and negotiations especially the mitigation policies, MRV, climate finance including work experience with climate change policy makers;
  • Extensive knowledge and work experience on MRV framework, information systems, inventories, national communications, BURs, ICA process, etc. including data generation and analysis;
  • Advanced knowledge, skills and experience on finance, climate business models, carbon pricing and project appraisal;
  • Capacity building expertise including delivering workshops, webinars, e-learning and other means;
  • Developing country experience is mandatory, especially in Latin America and Africa.
  • Resource mobilisation and project proposal development, including familiarity with CGF and GEF processes
  • Demonstrated ability to initiate and coordinate project activities and initiate projects with international institutions.
  • Advanced analytical skills and writing of technical guidance documents and related analytical material for knowledge development.

Languages
The working language at UDP is English. In addition proficiency in Spanish and/or French is an asset.

Terms of employment
The appointment will be based on the collective agreement with the Confederation of Professional Associations. Individual non-negotiable supplements along with travel and expatriation allowances will be provided.
